Every breastfeeding person deserves access to expert care—regardless of income or insurance status. That is the statement that drives the mission of Breastfeeding Success. Thanks to the passage of Texas House Bill 136, that vision is within closer reach.

What is HB136?

This landmark legislation requires Medicaid to reimburse IBCLC providers for lactation consultation services, putting breastfeeding support on the same playing field as other essential health care.

For too long, Medicaid families in Texas faced barriers to getting professional breastfeeding help. Many parents went without the care they needed simply because their insurance wouldn’t cover it, or they were uninsured.

Breastfeeding Success has been working hard to bridge this gap for families by providing financial assistance and free care for so many Texas families since 2017. We understand that supporting new parents and their children is the foundation for the growth and evolution of our communities.

With the support of HB136, passed in May of 2025, we can do more. Now, when families covered by Medicaid seek lactation care, their visits will be covered, just like any other health service. As a service provider, we can now be reimbursed for more of our work. Because Breastfeeding Success is a mission driven organization, this means we can train and hire more IBCLCs and expand our care to other underserved communities in Texas and beyond.

Why Did This Require Legislation?

Until recently, breastfeeding was not recognized as the public health issue that it is. It improves outcomes for both babies and parents by lowering risks of illness, supporting bonding and good mental health, and reducing healthcare costs. HB136 recognizes lactation support as the essential medical care that it is.

No family should have to choose between paying bills and getting expert breastfeeding care. With HB136, our communities no longer have to make this choice. Every tiny Texan deserves the best start, and now, every Texas family has access to the help that makes it possible.
